Pekanbaru — The Faculty of Social and Political Sciences (FISIP), Universitas Riau (UNRI), once again demonstrated its commitment to strengthening academic quality and scholarly development by organizing an Open Doctoral Promotion Examination for the Public Administration Study Program on Friday, February 13, 2026. This academic event took place from 2:00 p.m. WIB until completion and was conducted in a hybrid format.
The open examination marked an important milestone in the academic process at the highest level of education, while also reflecting FISIP UNRI’s strong dedication to producing excellent human resources capable of making tangible contributions to development, particularly in the fields of public administration and public policy.
In this examination, Anton Budi Dharma appeared as the doctoral candidate, presenting his dissertation entitled “A Policy Implementation Model for Mitigating Peatland Forest and Land Fires in Dumai City, Riau Province.” The dissertation provides a comprehensive analysis of the dynamics of policies on peatland forest and land fire mitigation, which has long been a critical issue in Riau Province.
Through analytical and empirical approaches, this research is expected to offer a more effective, adaptive, and collaborative policy implementation model, as well as to serve as a reference for local governments, stakeholders, and practitioners in efforts to prevent and manage forest and land fires.
The doctoral promotion examination was chaired by Dr. Auradian Marta, S.IP., MA as Chair of the Session, with Dr. Mayarni, S.Sos., M.Si serving as Secretary. The supervisory team consisted of Prof. Dr. Sujianto, S.Sos., M.Si as Promotor, Prof. Dr. Yustina, M.Si as Co-Promotor I, and Dr. Febri Yuliani, S.Sos., M.Si as Co-Promotor II, all of whom played crucial roles in guiding the candidate from the proposal stage through the completion of the dissertation.
Meanwhile, the panel of examiners who provided critical and constructive assessments included Dr. Eng. Sigit Sutikno, ST., MT as Examiner I, Dr. Meyzi Heriyanto, S.Sos., M.Si as Examiner II, Dr. Adianto, S.Sos., M.Si as Examiner III, and Prof. Dr. Muhadjir M. Darwin, MPA as External Examiner. The presence of an external examiner underscored the objectivity and academic quality standards applied in every doctoral promotion process at FISIP UNRI.
Through the successful implementation of this open doctoral promotion examination, FISIP UNRI hopes to continue producing high-quality, ethical, and socially sensitive doctors who demonstrate strong concern for strategic issues, particularly in public policy management, governance, and sustainable development in Indonesia.
