
Pekanbaru — The Faculty of Social and Political Sciences at Universitas Riau (FISIP UNRI) once again reaffirmed its academic commitment through the implementation of a Closed Examination based on an International Reputable Publication indexed in Scopus Q1 for the Doctoral Program in Public Administration, held on Tuesday (March 3, 2026), at the Doctoral Examination Room, 2nd Floor, FISIP UNRI.
The closed examination was undertaken by Rita Wati with her dissertation entitled “A Collaborative Governance Model in Addressing Coastal Abrasion in Bengkalis Regency.” The dissertation has resulted in an internationally reputable publication indexed in Scopus Q1 entitled “Integrating Stakeholders for Effective Coastal Abrasion Management: A Collaborative Governance Framework Applied in Bengkalis, Indonesia.”
This examination is part of the new scheme of the Doctoral Program, in which publication in an internationally reputable Scopus Q1 journal serves as a primary academic requirement. Consequently, this stage is conducted in a closed examination format as a scientific verification of the quality of both the publication and the dissertation substance, without proceeding through the open defense mechanism as implemented under the previous scheme.
The supervisory team consisted of Prof. Dr. Sujianto, M.Si as Promoter, Dr. Meyzi Heriyanto, S.Sos., M.Si as Co-Promoter I, and Dr. Eng. Sigit Sutikno, ST, MT as Co-Promoter II. The board of examiners included Dr. Auradian Marta, S.IP., MA as Chair, Dr. Febri Yuliani, S.Sos., M.Si, Dr. Nur Laila Meilani, and Dr. Hasim As’ari. The examination also featured an external examiner, Prof. Dr. Asrinaldi, M.Si.

During the examination, which took place from 09:00 a.m. to 12:00 p.m. (WIB), the doctoral candidate presented the theoretical and practical contributions of the collaborative governance model in managing coastal abrasion in Bengkalis Regency. The discussion was rigorous and in-depth, highlighting the strengthening of stakeholder integration, the effectiveness of collaborative governance, and the relevance of the developed model to coastal disaster risk reduction policies.


Through the implementation of this publication-based closed examination, FISIP UNRI demonstrates a progressive step toward enhancing the quality standards of doctoral education. This scheme not only emphasizes impactful research quality but also reinforces international recognition through publication in globally reputable journals. (Enggy-AM)
